Estonia launches €10M push to cut business paperwork

State services are already fully digitalised for citizens in Estonia, but there’s more to improve in the business sector. Enterprise Estonia is rolling out three new grant schemes totalling €10M to help companies automate data exchange — both between businesses and between the private and public sectors.
The initiative sits within Estonia’s broader real-time economy (RTE) agenda, which aims to eliminate manual data handling by ensuring information flows automatically, in standardised formats, to the right parties at the right time. This will enable automated annual reports, real-time payroll submissions, and live inventory management — rather than PDFs and email attachments.

Grid independence means little without the capacity to balance it — and Estonia is now building that capacity with domestic capital. According to the press-release, Estonian companies Diotech OÜ and Transcom AS have begun construction on a 100 MW / 200 MWh battery energy storage system (BESS) in Tsirguliina, Valga County.
Dubbed Project Zirgu, it is the largest battery energy storage facility to be developed with entirely Estonian capital, and its first phase is scheduled for completion by March 2027.

In 2025, new and existing investors committed to €431M worth of investment decisions with support from Invest Estonia, marking the highest figure on record.
Investment decisions were concentrated primarily in electronics, chemicals, energy, wood processing, machinery, and metals. Around 40% of the total represents entirely new investments, whilst over 30% relates to reinvestments by foreign-owned companies already operating in Estonia. A further fifth comprises planned acquisitions.

Estonia cooperates extensively both within NATO and with a wider block of allies. This week, South Korean defence giant Hanwha Aerospace has announced a direct investment package of nearly €100M in Estonia, with the total economic impact — including joint R&D activities with local companies — projected to reach up to €260M. The investment aims to strengthen Estonia’s technological sovereignty and establish the country as a regional hub for territorial defence systems.
The announcement builds on a deepening bilateral relationship. In late 2024, Estonia signed a €290M contract with Hanwha to procure at least six Chunmoo multiple-launch rocket systems alongside three types of munitions. Hanwha had previously delivered six K9 Thunder self-propelled howitzers to the Estonian Defence Forces, making it one of Tallinn’s most significant defence procurement partners. Defence Minister Hanno Pevkur noted that Hanwha is also among the potential bidders for Estonia’s upcoming naval overhaul.

The deal, signed on January 27, awaits approval from the Estonian Competition Authority and aims to accelerate the transition to renewable energy in Estonia’s heating sector.

Designed to help local companies compete more effectively in major international defence funding competitions, the programme aims to prepare early-stage development teams for successful applications to NATO DIANA (Defence Innovation Accelerator for the North Atlantic) and the European Defence Fund (EDF), two significant sources of defence funding.

Now, there’s more on this front, as Estonia has signed a cooperation agreement with Nokia to participate in a Nordic consortium developing sovereign AI infrastructure across the region, Justice and Digital Affairs Minister Liisa Pakosta announced today in Oulu, Finland.
The project currently includes Estonia, Finland, and Latvia, with ongoing negotiations to bring Sweden and Denmark on board. The initiative responds to the European Commission’s program supporting the development of European sovereign AI infrastructure—specifically, AI gigafactories—designed to reduce dependence on third-party computing resources.
For Estonia, the agreement means establishing an AI-ready data centre on its territory that would integrate with both existing Estonian and broader regional infrastructure. The facility would provide essential computing capacity to the public sector, research institutions, and private enterprises.
