“Ready for Offshore” programme to equip Polish companies seeking to enter the offshore wind sector: training, competence development and financing of up to PLN 100 million
In July of this year, electricity generated by an offshore wind farm was supplied to the Polish grid for the first time in history, through the Baltic Power project. This marks the beginning of an ambitious offshore development programme in Poland. In the near future, the Baltic Sea has the potential to become one of the most important regions for the development of new, stable and low-carbon energy sources for the economy. According to Poland’s energy policy objectives, the country plans to achieve 5.9 GW of installed offshore wind capacity by 2030, with this potential increasing to as much as 18 GW by 2040. With planned investments reaching PLN 500 billion by 2040, the sector is expected to become one of the key drivers of the energy transition and a cornerstone of Poland’s energy security.
The “Ready for Offshore” programme responds to the needs of the emerging offshore ecosystem and supply chain, including offshore wind investors, Polish companies seeking participation in contracts, and research and development institutions. The programme was designed following consultations with representatives from various industries. These consultations confirmed that Polish companies are ready to enter the offshore market but require support in developing competencies and gaining access to financing.
The initiative is built on two pillars:
Tailored Financial Instruments – ARP S.A. provides companies interested in joining offshore supply chains with a package of flexible financial products, including: investment loans, including loans backed by the InvestEU guarantee, development loans supporting projects financed through EU grants, leasing solutions. These instruments can be combined flexibly to finance investments required for the execution of offshore contracts. In addition, companies carrying out such projects within special economic zones managed by ARP may benefit from corporate income tax exemptions of up to 70% of the investment value for up to 15 years.
Competencies and Certifications – Based on recommendations developed together with PARP, Polish companies can access subsidised training programmes listed in the Development Services Database (BUR). These programmes cover eight key competencies required for participation in offshore projects, including: supply chain entry strategies, tendering and bidding processes, contracting, health and safety, quality management, delivery execution, innovation, and workforce development.

Within the framework of the international Nordic–Baltic Hydrogen Corridor development project, the unified gas transmission and storage system operator AS Conexus Baltic Grid (“Conexus”) plans to carry out an Environmental Impact Assessment (EIA). If the project is implemented, the hydrogen corridor in Latvia would be developed parallel to the existing natural gas transmission pipeline.
Currently, several alternative options for the development of hydrogen transmission infrastructure are being explored in the Northern European region, including one project that envisages Latvia’s participation and would cross Latvian territory. However, the current research phase represents only one of the initial steps toward the potential implementation of the project. As with other infrastructure projects, this initiative requires both an EIA and other tasks related to technical and economic feasibility studies.

Saab has received an order from the Swedish Defence Materiel Administration (FMV) for a mobile and modular counter-unmanned aerial system (C-UAS). The system is designed to protect the Swedish Armed Forces as well as civil infrastructure from threats posed by drones. The order value is approximately SEK 2.6 billion and deliveries will take place 2027-2028.
In partnership with the Swedish Armed Forces and FMV, Saab is developing and deploying an advanced C-UAS system that offers proven, adaptable and cost-efficient layered defence against modern drone threats. The system will strengthen and complement Sweden’s current air defence and drone defence posture.

The immersion pontoon IVY has passed its final tests and is now approved by the Danish Maritime Authority. Therefore, the contractor Femern Link Contractors (FLC) can begin preparing to immerse the first tunnel element into the dredged tunnel trench off Lolland’s coast this spring.
The special vessel IVY is comprised of two distinct units: IVY 1 & 2. Prior to the transportation and immersion of a 217-metre-long standard tunnel element, each end is securely attached to IVY 1 & 2, which provide buoyancy. For the handling of the 39-metre-long special elements, IVY 1 & 2 are joined to form a single vessel, facilitating the immersion process. Together, IVY 1 & 2 are equipped with 23 kilometres of steel wire spread over 66 winches, enabling them to submerge tunnel elements to depths of up to 40 metres with exceptional precision.

RB Rail AS has announced the launch of a new procurement for Design Expertise Services for the Rail Baltica Energy Subsystem in Latvia and Lithuania (ID No. RBR 2025/14), marking the next step forward in the detailed technical development of the Rail Baltica electrification system.

From mid-September, DFDS will significantly strengthen freight and passenger services on the Karlshamm-Klaipeda route with the introduction of newly chartered vessel Ciudad de Valencia.
The vessel will almost triple passenger capacity compared to the ship it replaces, while also providing additional freight space. This upgrade will enhance service reliability for customers and support DFDS’s continued growth in the Baltic Sea region.

Enterprise Estonia is rolling out three new grant schemes totalling €10M to help companies automate data exchange — both between businesses and between the private and public sectors.
The initiative sits within Estonia’s broader real-time economy (RTE) agenda, which aims to eliminate manual data handling by ensuring information flows automatically, in standardised formats, to the right parties at the right time. This will enable automated annual reports, real-time payroll submissions, and live inventory management — rather than PDFs and email attachments.
