“Ready for Offshore” programme to equip Polish companies seeking to enter the offshore wind sector: training, competence development and financing of up to PLN 100 million
In July of this year, electricity generated by an offshore wind farm was supplied to the Polish grid for the first time in history, through the Baltic Power project. This marks the beginning of an ambitious offshore development programme in Poland. In the near future, the Baltic Sea has the potential to become one of the most important regions for the development of new, stable and low-carbon energy sources for the economy. According to Poland’s energy policy objectives, the country plans to achieve 5.9 GW of installed offshore wind capacity by 2030, with this potential increasing to as much as 18 GW by 2040. With planned investments reaching PLN 500 billion by 2040, the sector is expected to become one of the key drivers of the energy transition and a cornerstone of Poland’s energy security.
The “Ready for Offshore” programme responds to the needs of the emerging offshore ecosystem and supply chain, including offshore wind investors, Polish companies seeking participation in contracts, and research and development institutions. The programme was designed following consultations with representatives from various industries. These consultations confirmed that Polish companies are ready to enter the offshore market but require support in developing competencies and gaining access to financing.
The initiative is built on two pillars:
Tailored Financial Instruments – ARP S.A. provides companies interested in joining offshore supply chains with a package of flexible financial products, including: investment loans, including loans backed by the InvestEU guarantee, development loans supporting projects financed through EU grants, leasing solutions. These instruments can be combined flexibly to finance investments required for the execution of offshore contracts. In addition, companies carrying out such projects within special economic zones managed by ARP may benefit from corporate income tax exemptions of up to 70% of the investment value for up to 15 years.
Competencies and Certifications – Based on recommendations developed together with PARP, Polish companies can access subsidised training programmes listed in the Development Services Database (BUR). These programmes cover eight key competencies required for participation in offshore projects, including: supply chain entry strategies, tendering and bidding processes, contracting, health and safety, quality management, delivery execution, innovation, and workforce development.

From March 17 to 19, a Consortium meeting of the European Union co-funded project H2Deri@BSP took place in Luleå, Sweden. The Freeport of Ventspils Authority was represented by Kaspars Liepiņš, developer of the renewable energy cluster.
During the meeting, project partners familiarised themselves with the Port of Luleå, one of the largest cargo ports in Sweden and an important industrial centre in the northern part of the Gulf of Bothnia. They discussed project activities and latest updates and presented interim results of their work tasks. The Freeport of Ventspils Authority presented a techno-economic and commercial model designed to assess the development potential of solar, wind, and hybrid power plants, as well as green hydrogen and its derivative production facilities.

In a significant move to bolster European energy independence, Hydrogen Cluster Finland and Poland’s key Hydrogen Cluster Lower Silesian Hydrogen Valley Association (LSHVA) today signed a Memorandum of Understanding to accelerate the creation of an integrated hydrogen market in the Baltic Sea region. The Memorandum of Understanding was signed at the leading Polish hydrogen conference, H2 Poland, taking place in Poznań.
The parties agree to cooperate in advancing a sustainable and safe green and low carbon hydrogen economy through knowledge exchange, ecosystem building, and mutual promotion of innovation and industry development. In addition to its regional role in one of the key hydrogen hubs of Poland, LSHVA will serve as national coordination platform for Finnish-Polish hydrogen interests.

Estonian company PowerUP Energy Technologies, a leading European developer of hydrogen fuel cell solutions, announced its expansion in Scandinavia through a strategic distribution agreement with Greener InfoTech Systems Sweden AB.

The Estonian Association of Information Technology and Telecommunications (ITL) recognised the most outstanding technological achievements and contributors of 2025 at its anniversary event. The Deed of the Year 2025 award was presented to the AI Leap Foundation for launching an education programme that helps Estonian schools adapt to the age of AI.
ITL annually recognises individuals and organisations whose ideas, initiatives or activities have significantly impacted the development of digital technology in Estonia or society more broadly. Latvian airline airBaltic is expanding its network for 2026/2027 winter season, running from late October 2026 to the end of March 2027, with the addition of 12 new routes from Riga (Latvia), Gran Canaria and Tenerife (both in Spain), and Kuusamo (Finland). As part of the expanded schedule, the airline will further strengthen its existing Gran Canaria seasonal base, establish a seasonal base in Tenerife, and operate weekend services from Kuusamo.

Helsinki’s international cruise season starts early in 2026, with the first cruise call in March, and continues until the end of December. The season begins on Wednesday, 25 March, with the arrival of the first cruise ship, AIDAprima. More than 110 cruise calls are expected during the season.
The upcoming season is going to be lively. Cruise lines bring many international passengers to Helsinki, and the growth in turnaround calls means more travelers are staying in the city.
