Lithuania secures €300 million EIB loan to boost defence on EU’s eastern border
In yet another major step to reinforce European security, the European Investment Bank (EIB) is providing €300 million to the Lithuanian government for investments in military infrastructure. The loan marks a strategic milestone in reinforcing the EU’s eastern border, where Lithuania plays a key role in NATO’s collective defence and rapid-response capabilities.
The financing will help Lithuania strengthen its defence capabilities through investments in key areas: harbour boats for piloting and towing, medical transport and equipment, and new infrastructure for residential, administrative, training, transport and logistics needs. The upgrades will support the Lithuanian Armed Forces and help meet North Atlantic Treaty Organization commitments.
The signed loan is part of a broader €500 million investment package approved by the EIB for this operation. It complements a €540 million loan approved earlier this year for the NATO military base in Rūdninkai, along with advisory support. Together, this brings EIB Group support for Lithuania’s defence to over €1 billion in 2025.

On the 12th of February, Vidzeme Planning Region organized a seminar “Drone Data Collection and Processing – use cases in Latvia” in Valmiermuiža as part of the “Smart Skies” project, bringing together 50 participants from Latvia and Estonia. The seminar program was designed to introduce the current examples of drone use in Latvian municipalities, as well as share the experience of leading companies in Latvia. RB Rail AS, representing the three Baltic states’ ministries responsible for the Rail Baltica project, submitted a funding application on 13 February 2025 under the CEF-Digital program “5G Large-Scale Pilots – 5G Coverage Along Transport Corridors”. The application seeks financial support to design and build railway radio communication infrastructure that complies with the Future Railway Mobile Communication System (FRMCS) and provides the opportunity to enable 5G connectivity within the European Transport Network (TEN-T).

The City of Oulu and Verso Energy of France have signed a joint venture agreement to build a hydrogen refinery in Oulu that will produce 80,000 tonnes of synthetic aviation fuel (eSAF) per year. According to Verso Energy, the plant is estimated to cost €1.4 billion and would employ 250 people.

In 2024, the Estonian government and Enterprise Estonia committed to implementing a new incentive for large-scale investments. Scheduled to run from 2025 to 2028 and with a total budget of €160 million, the measure aims to increase the competitiveness, export capacity, and added value of businesses operating in Estonia. The Estonian Minister of Economic Affairs and Industry, Erkki Keldo, signed the measure in the first half of February. Applications, managed by Enterprise Estonia, are scheduled to open in March.
