Poland: With €600 million loan, EIB is the main financier behind new offshore wind farm

The European Investment Bank (EIB) will contribute €600 million and become the largest lender to the construction of BC-Wind, a 390 MW offshore wind windfarm in the Baltic Sea set to supply nearly half a million Polish households and businesses with clean power. Developed by Ocean Winds, an ENGIE and EDPR joint venture, the wind farm will sit over 20 kilometres off Poland’s western coast and is expected to start production in 2028. It marks the fourth major offshore project backed by the EIB in Poland, and the third one signed in the country just this year.
“The EIB’s persistent commitment to supporting climate, economic competitiveness and Europe’s strategic sovereignty stands behind this beneficial, long-term loan for the construction and operation of BC-Wind, a new offshore wind project in the Polish economic zone in the Baltic Sea. As the climate bank of the European Union, the EIB is a trusted partner of ambitious energy transition in Poland from renewable sources to grid modernisation to energy efficiency and affordability. The latest addition to Poland’s rapidly growing offshore wind industry, BC-Wind will help reduce Poland’s carbon emissions and ensure energy security for people and businesses,” said EIB Vice-President Teresa Czerwińska.
BC-Wind will consist of 26 bottom-fixed turbines, each with a maximum capacity of 15 MW. Ocean Winds has already secured all of the required permits, as well as a 25-year contract for difference to underpin future sales. On Dec.1, the company announced the sealing of an around €2 billion financing agreement with 15 lenders, which means construction can start in 2026.

Criteria for the evaluation are breakthroughs in project implementation, outstanding efforts in covering the value chain, hydrogen volume produced/used in the valley, the stakeholders’ landscape and involvement, as well as the innovation level. The award was handed out at Hydrogen Research and Innovation Days.
BalticSeaH2 builds the first significant, cross-border hydrogen valley in Europe. The goal is to create an integrated hydrogen economy around the Baltic Sea to enable self-sufficiency of energy and minimise carbon emissions from different industries. Combining local areas into a broader valley supports creating a genuinely integrated, interregional hydrogen economy, which has not been done previously on this scale in Europe.
The main valley of the project is located between Finland and Estonia. The area between Finland and Estonia is an optimal location for a cross-border hydrogen market. The necessary infrastructure – natural gas pipelines, electricity grids, and active marine traffic – already exist in the Gulf of Finland. The project will support the reduction of the carbon emissions from existing marine traffic. In addition, Gasgrid Vetyverkot is already preparing hydrogen infrastructure: Nordic-Baltic Hydrogen Corridor, Baltic Sea Hydrogen Collector and Nordic Hydrogen Route enable strong growth for hydrogen economy and hydrogen markets in the Baltic Sea region.

An important milestone has been reached for the hybrid interconnector Bornholm Energy Island (BEI): first public consultations have started in both countries.
The transmission system operators 50Hertz and Energinet have jointly submitted an application to start the environmental impact assessment (EIA) to the Danish Environmental Agency SGAV for the “BEI Interconnector Bornholm-Germany.” To this end, in November 2025, the public on Bornholm and relevant stakeholders were invited to the first public consultation. In Germany, the first public consultation took place in April 2025.
Bornholm Energy Island is a European PCI project (project of common interest), and the approval procedures are therefore being carried out according to the European TEN-E regulation.

Bornholm is taking yet another important step toward becoming a national and international centre for green energy with a strong focus on innovation, education, and research in energy islands. Together with the Technical University of Denmark, Roskilde University, and Business Center Bornholm, the Baltic Energy Island Foundation has just received DKK 8.2 million from the Danish Board of Business Development to significantly expand the activities at Residential College Bornholm – the island’s hub for students, researchers, and businesses.
The total budget for the activities is DKK 12.6 million. Over the next three years, it will enable the development of new courses, field stays, summer schools, internships, student projects, and research activities in close collaboration with Danish universities and the local business community. This comes at a time when Bornholm is preparing for major investments and business opportunities linked to Energy Island Bornholm.
The project is carried out in collaboration with the Technical University of Denmark, Roskilde University, Business Center Bornholm, and Baltic Energy Island, and the ambition is to involve two additional Danish universities. This will significantly strengthen Bornholm’s access to knowledge, talent, and research capacity and create new opportunities for companies wishing to develop green technologies, solutions, and business models.

It is the first of its kind in Finland: in the spring, an industrial-scale green hydrogen production plant went into operation in Harjavalta, Southwest Finland. It was built by the Finnish company P2X Solutions Oy, a pioneer in green hydrogen and Power-to-X technology. The company additionally plans to build further production plants in Joensuu and Oulu, aiming for a total hydrogen production capacity of 1 GW by 2031.
The arrival of the electrolysis plant in Harjavalta marked an important milestone for the production of green hydrogen.
The electrolysis system for hydrogen production in Harjavalta originates from Germany. More precisely from Dresden from Sunfire SE, a specialist in electrolysers.

The German company Hy2gen has secured a strategic site in Vihreäsaari, at the Port of Oulu in northern Finland, for the development of a new facility to produce renewable hydrogen and synthetic fuels. They are used for decarbonising hard-to-abate sectors, such as the maritime and aviation industries.
The proposed 200 MW plant will position Oulu as the largest hub for synthetic fuel production in the Baltic Sea Region, based on the number of Power-to-X (PtX/P2X) projects currently in development.

In 2024, CMP entered into a partnership with Green2x focused on the design, establishment, and operation of what is expected to become one of the world’s largest biofuel plants in Norra Hamnen, Malmö. The establishment will significantly contribute to the transition to fossil-free energy while creating job opportunities. The ambition of the collaboration is to ensure a sustainable energy supply, foster local growth, and support decarbonization.
Through Green2x’s technology, energy is extracted from straw left after harvest, enabling biogas production on an entirely new scale. Straw contains a high energy content, and the technology allows for extraction with over 95 percent efficiency.
Green2x has now secured investments of more than DKK 100 million from, among others, Norway’s Equinor and the Danish state-owned investment fund Eifo. These investments make it possible to begin construction of a pilot plant for biogas production on the island of Møn in Denmark. The pilot plant will further develop Green2x’s technology and serve as the basis for designing the planned facilities in Malmö and Vordingborg. This plant is therefore the first step toward large-scale production of unsubsidized biogas in the port in Malmö.

On Monday, a liquefied natural gas (LNG) cargo from the United Stats of America ordered by D.TRADING International SA, a subsidiary of DTEK Group, the largest private Ukrainian energy company, reached the Klaipėda LNG terminal operated by the international terminal operator KN Energies. Approximately 160 thousand cubic metres of U.S. LNG will be transferred into the tanks of the floating storage and regasification unit (FSRU) Independence from the LNG carrier GasLog Houston that arrived in Klaipėda port. A share of the LNG cargo delivered to Klaipėda will, after regasification, reach Ukraine via pipelines and international interconnector links.
“After the brutal russian attacks on Ukraine’s energy infrastructure, Lithuania was quick to act – a cargo of LNG is already on its way to Ukraine. The Klaipėda LNG terminal is one of the busiest and most utilized in Europe, yet it also provides an opportunity to assist Ukraine – through it, we can help ensure gas supply and energy security for our partners. This is a concrete example of our solidarity and transatlantic cooperation. Together, we are seeking ways to ensure a reliable gas supply to Ukraine during the upcoming winter by making full use of Lithuania’s existing infrastructure,” said Minister of Energy Žygimantas Vaičiūnas.
The Ambassador of Ukraine to Lithuania Olha Nikitchenko noted: “Ukraine is entering another winter under relentless Russian attacks on our critical energy infrastructure. Day after day, Russia strikes purely civilian facilities that provide Ukrainians with heat, light, and the essential services people need simply to live. In such conditions, every reliable route for energy supply becomes a matter of national resilience. Access to the Klaipėda LNG terminal gives Ukraine something extremely important: confidence that even when our facilities are hit, we still have alternative ways to keep our system running. We are deeply grateful to Lithuania, one of the leaders in supporting Ukraine’s energy sector, for taking yet another meaningful step. It strengthens Ukraine, it strengthens our region, and it shows that in the face of terror, transatlantic unity sends a clear message: Russia may try to turn winter into a weapon, but together we will not allow it”.
