Lithuania Sets Record in the Global Innovation Index: A Growing Hub for Startups and Innovation

Lithuania has reached a new milestone in the Global Innovation Index, climbing two places to 33rd among 139 countries. This is Lithuania’s highest position ever and a strong signal of the country’s rapid progress in building a competitive and innovation-driven economy.
“Lithuania is making remarkable progress in innovation, which is also reflected in the Global Innovation Index. This achievement is especially significant given the current global economic uncertainty and ongoing geopolitical challenges that directly affect our region’s investment climate. Yet we continue moving in the right direction — towards building a high value-added, startup-driven innovation ecosystem,” said Acting Minister of Economy and Innovation, Lukas Savickas.
Lithuania’s strengths lie in areas that are directly shaping its dynamic startup ecosystem. The country ranks 3rd globally for the share of women with higher education employed in the labor force, 8th for mobile app development, and continues to lead in unicorn value relative to GDP. These results highlight Lithuania’s role as an agile and forward-looking innovation hub.

Telematics and Connected Mobility combined two full days of sessions across two tracks, including a tech expo with 18 companies showcasing their latest solutions and innovations. This format allowed fleet managers to exchange directly with developers, hardware providers, and peers, blending strategic insight with practical, hands-on demonstrations.
With more than 500 attendees spanning from Australia to Latin America, event speakers included senior engineers from global IoT providers, professionals from Porsche Consulting, Bamboo Group, and Amazon, as well as top Lithuanian-headquartered but globally operating companies such as Teltonika, Ruptela, Gurtam, and Girteka. Their presence underscored Lithuania’s growing role as a hub for innovation in fleet digitalization.

At the beginning of September, Riga hosted the European Hydrogen Valleys Investment Forum (EHVIF TechTour 2025), reaffirming hydrogen as one of the central themes for Europe’s future energy landscape. The event gathered more than 220 participants – including start-ups, investors, corporate representatives, experts, and policymakers.
In total, 40 start-ups and hydrogen valley projects presented their innovative ideas, while more than 40 investors and industry leaders shared their perspectives on developing and financing clean energy solutions. The event concluded with eight companies being recognized by the expert jury as Top Presenters.
Special attention in the programme was devoted to discussions on hydrogen production, storage, distribution, and use in mobility and industry, as well as on governance and cooperation models. One of the key highlights was the pitching session, where the H2Value project was presented – the first cross-border initiative to build a green hydrogen value chain between Latvia and Estonia. The project’s goal is to gradually establish the entire chain, from production and storage to distribution and real-life application in transport.

Starting from 9 September 2025, trading on the Baltic and Finnish gas markets will shift from the GET Baltic platform to the European Energy Exchange (EEX).
The change will enable Estonian market participants to strengthen their connection with the Baltic and Finnish markets and gain access to European markets, including the possibility to trade with Contract for Difference (CfD) between these markets. For consumers, this means that gas prices in Estonia will follow European price trends more closely. With the help of CfD, gas sellers will be able to better hedge their risks, which should reduce sales margins.
“As a result of successful cooperation between the gas exchanges EEX and GET Baltic, as well as between Elering and other Baltic/Finnish transmission system operators, we will continue offering implicit capacity allocation, which ensures greater liquidity and better price convergence between the Finnish-Baltic gas market areas,” said Airi Noor, Head of Market Development at Elering.

According to Arenijus Jackus, Chairperson of the RB Rail’s Supervisory Board, the Rail Baltica project and the joint venture have faced notable transformation over the past two years considering external challenges and new geopolitical and economic realities. This has required adjustments to project planning, optimisation of solutions and implementation steps, optimization of the joint venture and the whole project management set-up as well as stronger risk and stakeholder management.

Discussions have been increasing in Lithuania about how artificial intelligence will change learning – but BBright is already doing it. The team founded just a few years ago is now helping thousands of school pupils in Lithuania to learn maths more efficiently, and the Elicėjus platform they are developing has already been recognised internationally. It has been recently selected for the Google.org-funded Grow AI Accelerator and received USD 140 000.
The idea to create a personalised learning platform came from personal experience rather than from market analysis, since both Mantas Vičius, the co-founder of the platform, and his classmates struggled with maths at school. “We didn’t know where to start – the gaps kept piling up, until eventually we didn’t know where exactly we were stuck,” he says. Having subsequently examined the national statistics, they realised that it was a systemic problem: 35% of graduates fail the maths exam and 40% fail the evaluation of basic education achievements.

“Kelmė wind farm I is the largest wind energy project implemented by Ignitis Renewables in Lithuania to date. This is one of the cornerstone projects that will allow us to move firmly towards our main goal of reaching 4–5 gigawatts (GW) of installed green generation capacity by 2030. This stage marks the increase in local electricity generation as well as the creation of a more secure energy system domestically and across the region,” says Darius Maikštėnas, CEO of Ignitis Group.
